Will a jump start fix my car?

If the battery is the only issue, yes - usually you can drive away after 10 minutes of idle. If the alternator is bad or the battery will not hold a charge, the operator tows you to a shop. The driver diagnoses before recommending; you get honesty, not a sales pitch for the tow.

Can you change a tire on I-10 or the High Rise?

Usually, but if the flat is on the traffic side of the vehicle on an active highway, the safer move is a short tow off the road to a safe lot where the tire gets swapped. The High Rise over the Industrial Canal has no real shoulder at all, so a flat there means a controlled tow off the bridge first, not a roadside change. Louisiana State Police often shuts a lane to allow safe tire work elsewhere on the corridor.
